On September 28, the Trump administration quietly released a proposed rule that seeks to discourage low-income immigrants from applying for various immigration services, including U.S. citizenship and Green Card renewals ​by ending certain fee waivers. The fees to apply for U.S. citizenship are $725.00 and $540.00 for renewing Green Cards - a prohibitive amount for many immigrant families. Currently, immigrants can apply to have these fees canceled by either providing their federal income tax returns ("income-based waivers" and “financial hardship fee waivers”) or by showing their eligibility in receiving food, housing, healthcare and other public benefits ("means-tested benefit fee waivers"). But Trump is proposing to end means-tested benefit fee waivers and only accept income-based and financial hardship fee waivers, which will hurt immigrants who are unemployed, underemployed, disabled, or retired.

This Fee Waiver rule, along with the Public Charge rule, comes as a correlated attack against food, housing and healthcare programs that are crucial for healthy families and communities. Immigrants apply for Green Cards and U.S. citizenship to seek better economic equity and opportunity, but the Fee Waiver rule seeks to favor the wealthy at the expense of our most marginalized.
